A Basic Package of Health Services

In March 2002, the Afghan Ministry of Health began a process to determine its major priorities for rebuilding the national health system, and which health services were so important for addressing the greatest health problems that they should be available to all Afghans, even those living in remote and underserved areas. BACKGROUND
Health services are so important for addressing the greatest health problems that they should be available to all People, even those living in remote and underserved areas. It is decided to call these crucial services a Basic Package of Health Services (BPHS). The key elements to include in the BPHS are:
(1) Services which have the greatest impact on the major health problems,
(2) Services that are cost-effective in addressing the problems faced by many people and
(3) Services which could be delivered to give equal access to both rural and urban populations.
The BPHS provides a comprehensive list of services to be offered at four standard levels of health facilities within the health system:
• The health post, (HP)
• Basic health center, (BHC)
• Comprehensive health center, (CHC)
• District hospital (DH) and finally, Provincial Hospital (PH)
